Positive Political Freedom
This is the freedom to things (not things that belong to other people). This view is more modern, and developed as free markets and capitalism failed to ensure opportunity for all. An extreme perspective would be 'what good is free speech if you're starving in the gutter.' It is the freedom to become who you truly are, favoring free education, public decision making, and community programs.
